In reply to your letter No.15247 of the 30th ultimo, I am directed to state that Sir Joseph Maclay will be glad to make enquiries with a view to seeing whether it is practicable to bring the order referred to in the telegram from the Governor of Hong Kong within the scope of the new procedure. If so, the necessary arrangements as to priority will be made in due course.

I am also to suggest that if Mr. Secretary Long concurs, it might be well to notify the Governor of Hong Kong of the new procedure for purchases, so that any further orders which it may be desired to place in America, can be placed by the British War Mission through the medium of this Department, otherwise there will be a risk of delay in delivery owing to the necessary priority not being obtained.
